FURTHER ACTION

You will no doubt have seen our telegram to Họng Kong setting out the financial assistance which H... is prepared to grant to the Colony. That telegram was of course the result of a consideration of the whole financial problen in consultation with the Treasury and the proposals made to Hong Kong are based on the views of the Chancellor of the Exchequer himself.

The Hong Kong telegram referred to above promised a further telegram giving our suggestions for a public statement relating to the financial bettlement between H.M.G. and Hong Kong, in antici- bation of the proposals being acceptable to the Government of Hong Kong. I enclose this further telegram in draft form. The Foreig.. Office will, I think, be interested in some parts at any rate of our suggested atatemont, and you may have some comments to offer cn it. If so, I should be very rateful if you could let mo have them as quickly s possible as we are hoping to get the statement published before the 27th April.

I am sorry to bother you with this at short hotice, but we have only just reached the stage of preparing the public statement and I didn't think you were likely to be interested at any earlier stage
